Producers and retailers of drinks, obliged to register until 28.02.2023 in the database of the Guarantee-Return System (SGR)

According to Government Decision no. 1074/2021, amended by HG 12/2023 published on 12.01.2023, have the obligation to register:

• all companies in Romania that are producers, importers or traders of products from the categories of beer, beer mixes, alcoholic drink mixes, cider, other fermented drinks, juices, nectars, soft drinks, mineral waters and drinking waters of any kind, wines and spirits, in single-use plastic, glass or aluminum packaging, with sizes between 0.1 l and 3 litres;
• merchants and companies in the hospitality industry that sell these products.

Beverage retailers, as well as companies active in the field of hospitality (HoReCa), will be responsible for ensuring that the beverages they sell on the Romanian market come from a producer registered in the SGR, will charge a guarantee of 0.50 lei for the sale of each drink and must organize beverage packaging return points, within which to offer the service of taking over the packaging and returning the guarantee to consumers.

Any legal entity that produces and/or introduces SGR products on the Romanian market, or imports or purchases these products intra-community and introduces them to the Romanian market, is considered a producer or importer for the purpose of SGR.
